Yes it is and I would guess the reason they haven't bothered trying to support every mobile phone or PDA device out there is because 3rd party developers have already bridged that gap but more importantly because the iPhone has been in development for a long time so they put their engineering resources into that. With the iPhone out now and selling like hotcakes I doubt we'll see much more resources put into iSync but it's still there and anyone can write a little plugin to make it work with their device.
Here's the software for Windows Mobile devices to work with a Mac:

If you want to use a Sony Ericsson phone that's not on Apple's supported iSync list, like I do, it will cost you all of $3 to buy a plugin that adds support for it.
