They're not saying that any EU citizen married to any non-EU citizen can have them live in their country, as if there are no entry requirements other than being married.
They're saying that these non-EU citizens (African men) married to non Irish EU citizens who live in Ireland can also live in Ireland with them. Previously the Irish govt had said they could only do so if they'd previously lived in another EU state.
That's my understanding anyway.
