I didn't give 1 RMB to the mafia controlled beggar in the blue Chairman Mao pyjama jacket , who uses a crutch, but walks better than me, and probably earns more than me. If they are a leper, genuinely deformed, or who offer a service, like cleaning shoes, then yes I will give!
