The Thai cards are basically Visa Electron cards NOT Visa Debit cards. Visa Electron cards are not so widely accepted - debit cards are older and act like credit cards in terms of authorisation of amounts (you can exceed overdraft/credit limits) Electron on the other hand checks that there is sufficient money in our account - you cant overdraw. Children/teenagers are issued visa electron cards for example for that reason
Debit cards are issued after credit checks in the UK. In Thailand, Malaysia and Maldives I havnt seen a Visa debit card - just Electron style cards - BUT they call them debit cards! but not really!
Eventually Visa Electron will be the norm but for example in the UK virginmobile dont accept visa electron! (it dont work i tried) so a long way to go
