They did know that an attack was planned. The CIA produced a dossier "Bin Laden Seeks to Attack US" (or somesuch). It was ignored. That makes the US government (catastrophically) foolish, but not Machiavellian. It should have been the end of Bush; instead, it was his making. Who's "fault" was that??
