Property tax - what's that. lol. So the answer is no.
Maintenance fees -no - although we get it re-painted every few years (last time that cost us about 35K THB). And we have to get the odd broken water pipe mended and had to get our water pump replaced a couple years ago (we have our own well). We own the house and the land and built the house a few years ago - used it for holidays at first but since moving to Thailand have lived at the house full time.
We do have monthly expenses of course, electricity, satellite tv (True Vision Gold), internet dongle, and running expenses for the car. But I read this thread as being related to housing/rental cost - not monthly cost of living expenses.
