I am looking to buy a tablet, wanting a 10" screen, main use for pdf, word document, excel, internet/email checks.
I am not wanting an ipad!
my budget is 10,000 or less, yet open.

Well, as the saying goes... you get what you pay for!
I bought Nexus 7... it's currently the fastest Android tablet and less than 10k. Not sure if available in Thailand and it's 7 inch.
I heard this Chinese one is very good too

I'm back in the US right now and just bought one as well. Were you able to find yours in Thailand or did you have to have someone bring you one from the US? The 8 Gig model is only 199 and the 16 is 249. Incredibly smooth UI and excellent screen and in my opinion, it is the perfect size for a tablet. It is a size that fits in guy's pockets (as long as you aren't wearing skinny jeans) or girls purses.
I bought it from Google store in Canada.

i'm waiting for windows 8 tablet-pcs. other tablets seem like oversized phones (which in many cases don't even make calls) or flaccid computers. note seems swell enough but that's more of a phone isn't it.

Since you don't want an iPad, could I suggest the Samsung Galaxy Note? I've an artist friend who makes really nice art on it with the stylus option -- it has support for stylus, and knows when to ignore your other fingers/hand. Just sayin.
I just got my wife an iPad3 for her birthday though... and finding it hard to resist putting it down (she's looking at me pissed right now).
I wish I could afford to make just a dollar a year.

Wait for Windows 8 Surface. It's made by Microsoft and there's rumour about how it will be cheap. But take them with a large handful of salt. Also, Lenovo said they will release Windows RT tablets (not full version of Windows 8) for $200-300 less than Windows 8 tablets. If you want a good tablet for 10,000B or less, you need to wait. Right now tablets are still young and Windows is still not even in the game yet. Wait til end of the year and see what happens.
