The study and propagandistic display of Islam is one thing. Its implementation in a society as diverse as Iran's (or even more homogeneous, as Saudi's) is a different matter altogether. Religious precepts are routinely bent in those countries to serve an elite or are observed only in the breach.
That is the nature of human societies.
