For the millions of Brazilians who voted to end gun sales, the defeat was a blow to extensive efforts to curb an epidemic of murder that has claimed hundreds of thousands of lives in the past 20 years. Many see this violence as a hidden civil war fueled by a proliferation of small arms — an estimated 17.5 million guns — with about 90 percent in civilian hands and half of them illegal. More than 36,000 died last year alone, twice the toll in the early 1990s.

A hand-written sign hangs from the emergency room door, with the warning: "Restricted due to overcrowding (Risk of Death)".
Inside it's a typically hot Friday night at Bonsucesso General Hospital (HGB) in Rio's sprawling north side, and the gunshot victims are rolling in. They are part of an annual tide of firearms casualties that tops 40,000. That is four times the number in the United States, despite the fact that Brazil's population is 100 million fewer. Brazil's response to this appalling cull comes tomorrow when its people will be the first in the world to vote in a national referendum on an outright ban on all guns.

Recent accounts of young school students shooting each other has sent a shiver through the nation; journalists call the killings an "epidemic" and legislators have begun debates on new gun control laws. As tragic as these homicides are, however, they represent only the tip of an iceberg of gun deaths in the United States. Every year, more than 30,000 people are shot to death in murders, suicides, and accidents. Another 65,000 suffer from gun injuries.
