illegal for the most part. There are exceptions but not really worth the risk of jail and deportation.
Some guys make more money teaching photography than they would actually shoooting. So that is something to consider.
Even if it weren't, there are many competent local photographers who charge less than 3,000 baht for a wedding. Would you really work 6+ hours and do the printing for that?
there are tons of world-class photographers based here, so the competition would be pretty intense. most are journo types, although i did know one guy who was a product photographer primarily (worked with the company that makes Johnny Walker products primarily made good $$, but has since moved to Argentina since they'll fly him to Scotland from wherever he wants).
the journo types used to hang out at Rain Dogs, which is long gone, i don't know where they hang out now, but best bet would be to talk to a photographer, and find out how they stay afloat.

hard for them to prove taking photos is "work".
i know two guys, long-termers, been in the photography gig in thailand for years. it is perfectly doable.
