Debit cards are issued after credit checks in the UK. In Thailand, Malaysia and Maldives I havnt seen a Visa debit card - just Electron style cards - BUT they call them debit cards! but not really!
Eventually Visa Electron will be the norm but for example in the UK virginmobile dont accept visa electron! (it dont work i tried) so a long way to go

I don't know about UK, but Visa Electron here automatically means debit card, which you can't overdraw. So you could try 1) get a new debit card from any big bank (BkkBank or SCB), which has a sign VISA or MASTERCARD. New debit cards can be used to pay online thanks to that power, unlike the old ones. Paypal will ask you to pay 1.99 dollars to become a verified user; when you agree, they send you a **digit number that you 'll find in your statement. Now the statement can be received at the bank branch that issued the card. Are you following?

2) your girlfriend could apply for a credit card if she's working and her salary is not less than 15 k (I'm not sure but it depends on the bank). But i guess this is not an option, since you're sending her money.
