The bf is Thai and a Canadian permanent resident (same as green card holder), but he can't visit the U.S. It's a double standard. U.S. green card holders can visit Canada, but those in Canada can't visit the U.S. Very unfair.
If he could legally visit the U.S., that would solve everything. He could spend winters in California and summers in Vancouver. Oh well.

Even intl. letters are usually less than $5.00. And most of my mail was domestic.
It snowed half a dozen times in downtown Van. this winter. I'm used to seeing snow about once in ten years. It was cold and grey.

Normally once or twice.
Cold and grey. Pretty much so. It's probably a good place to live six months of the year, six months away.
Did you make it up to the ski hills? It can often be grey and cold in the downtown area and an hours drive away you're up into a brilliant sun and very cold crisp air.

I returned to Vancouver in late June for a one-week training session. Every day, the locals said "It's supposed to get sunny this week." Every day it was overcast. And I smiled privately that I'd be returning to California.
We took the tram up Grouse Mtn and walked around the ski area in October. There wasn't any snow yet - it was just cold. But you're right that it was clear compared with downtown.
We've been dealing with F100+ weather in Sacramento. I love it. Very low humidity and the sun is out every day. Ahhhh.
