    Foreign teacher crackdown to continue

    PHUKET: Foreign teachers will continue to be the target of Immigration crackdowns, Thai Immigration Chief Pol Lt Gen Suwat Tumrongsiskul confirmed during his recent visit to Phuket on Monday.

    His agency, in cooperation with the Ministry of Education (MoE), will continue to conduct strict background checks on all foreigners applying for teaching jobs in the Kingdom.

    Gen Suwat said Immigration agreed with the MoE that such a crackdown was necessary to prevent crime and to protect students from the unqualified foreign teachers and those with deviant sexual behavior that could put children at risk.

    Gen Suwat, in Phuket to attend a ceremony to lay the foundation stone for the new Phuket Immigration Office, confirmed that the new measures stemmed from the deportation last year of American John Mark Karr, a former suspect in the 1996 murder of six-year-old JonBenét Ramsey in Boulder, Colorado.

    Karr, a confessed pedophile who falsely confessed to the Ramsey murder, was teaching at a school in Bangkok. He was deported under personal escort by Gen Suwat, who told reporters in the US that he sang the Bee Gees song Words to Karr to lift his spirits during the trip stateside.

    On a more serious note, Gen Suwat told Phuket reporters said that random checks of 1,000 foreigners teachers had turned up 65 whose academic credentials had been forged.

    “This convinced us of the need to be more strict in checking teachers’ qualifications. We don’t want unqualified teachers or sexual deviants teaching Thai children. This crackdown will help us to better screen the backgrounds of people coming here to teach,” he said.

    Gen Suwat admitted that it is difficult to ascertain a person’s sexual proclivities though such checks, but said that police could gain valuable information about applicants by checking to see if they had criminal records back in their home countries.

    On October 1, Immigration began enforcing a measure limiting to 90 days [over any 180-day period] the length of stay of tourists entering the country on successive “visas-on-arrival”. When asked if the new regulation had caused confusion and delays at Immigration checkpoints, Gen Suwat said the counting process was “no problem” for his officers, who could use a computer to help them count up the days.

    He defended the new measure by saying it had little impact on legitimate long-stay tourists but was an effective way to prevent foreigners from using the free visas to stay in the country and work illegally.

    “The 30-day tourist visa allows enough time for a tourist to travel around the country. If people want to work here, they should apply for a [non-immigrant] visa from the Thai embassy in their home country before coming,” he said.

    Gen Suwat added that Immigration will continue to seek out and deport foreigners who overstay their visas and stay in the country working illegally, adding that nationals of China, India and Pakistan were among the most common offenders.

    Regarding reports of long delays at Immigration checkpoints at Phuket International Airport, Gen Suwat said the situation has been improved by an increase in the number of Immigration officers posted there.

    Additional officers could also be assigned there temporarily from other Immigration offices in the region if the need arises, he said."

    Soijet, no need to post it because just around the corner, all of the officials making these decisions are going to lose face and allow the very unqualifed teachers they are trying to get ride of right now. Users here have it on very good word that the officials are willing to lose face and allow anyone who can come up with $800 to get in front of the classroom and teach the students. Nevermind if they are a high school dropout or not.

    A police Leiutenant General in charge of immigration and has just announced a crackdown on "sexual deviants" sings Words while flying in first class to USA to another man who, as far as anyone was concerned at the time, was a confessed child molester/murderer!

    Looks like it will mostly affect people coming to Thailand. Nothing about criminal checks of people already here.

    ^ This has always been my main question regarding "cracking down" As i mentioned on a previous thread a while back when I renewed my stuff late last year (after the supposed new regulations came into force regarding degree checking ) it was the same as every other year. No different. I think I bugged the shit out of my admin dept by constantly asking them "Do you want me to contact my old uni?"
    A friend of mine renewed his stuff about 10 days ago and he went throught the same thing as me. No checks-nothing.

    IMHO they're either going to randomly check existing teachers, put the onus on the schools to "guarantee' their teachers (like large language centres) or hit schools who are known to be "dodgy"

    So they have decided there is a definate link between the non degree holding teachers and sexual deviants targeting children. Two completely separate issues. Of course the screening of criminal records (most of the nonces have some kind of 'form' already, although should still be rotting) but how the hell do they intend to catch sexual predators based on the suspect holding or not holding a fake degree, online degree (valid or not)

    It will take a while (maybe not long, depending on how positive you are KK) but I think they will get their act together on this issue and strike a decent balance, protecting the kids here without ending some kids prospects to be quite able speakers of English.

    The General is suggesting the kids need to be PROTECTED from underqualified teachers....what do you think about that soijetgirl? would you be bold enough to agree with that if it meant you wouldnt have to share your staff room with any of these "dangerous" underqualified teachers.

    What I see now is that no new teachers are applying to our school that are going to attempt to be "papered up". The majority of the teachers are not going to put themselves to the fire when they don't need to worry about it if they just do visa runs.

    The point of saying all of these checks are going to change anything is ridiculous, when there is no problem for the completely unchecked.

    Can you elaborate on this? I heard a rumor that they might do away with the requirement of a degree for English teachers. Are you speaking of this?

    I thought John Karr was acquitted in any case...on the child pornography charges too I mean?

    So what your saying is your school is only employing teachers who want to sign a contract and gain a work permit? So people are choosing to work illegally for language schools? Do you think the numbers of people who are prepared to work here illegally will increase? I doubt that, the John carr case was such big news world wide, the Thais have to at least be seen to be doing something about the lack of any screening here. Its a fucking discrace its taken this long for them to act. If anybody is working with children, vulnerable people then surely they have to go through the system in order to do so. The qualification thing is a totally different matter.

    Anybody who is working here without having been screened (ie a disclosure from their own country) shouldnt be in my opinion, Anybody working with kids should be supporting this idea, no matter how much of an inconvenience (papered up) it might be for them to do so.

    I hope those people who avoid being "papered up" as you put it cut their holiday a bit shorter and piss off back to their job in I.T

    Was he? well it doesnt really make any difference does it? he was not really a suitable primary school teacher. Did he have previous offences? No question about it teachers in thailand, farang and Thai need to be checked.
