^ There are always passbooks and statements. Typically these rules aren't strictly enforced right now because the farang population in general brings more money in than it takes out.

Yes, agreed. However, requesting/obtaining a VOA at a border crossing can be/is completely arbitrary so one has to always be prepared for uncertain circumstances i.e. (backup plan) in case the border guard is a few days away from payday.

Unnecessary and potentially dangerous for those crossing the border alone in more remote areas

If your location is correct (and it says Vietnam), yes, maybe (and for Cambodia, but that's just 100 baht for a stamp, not a visa, requested sometimes by the attending police officer).

In all the three plus years I've been in SEA, I've never been bribed for a stamp. It's illegal and I would remind them of that. The rules are clear.

Have crossed the Lao border over a hundred times and never asked.
    Poipet 2 time never asked.
Chantaburi (near Pralin) 2 times never asked.
    Techalek 8 times never asked.
    Malaysia dozen times never asked.

Depends on your look. Middle Aged WASP no problem.
Often every South Asian on the bus (Malaysia),had to show tickets, cash or travelers checks.

So if you have dreadlocks cotton 'hippie' clothes. Expect scrutiny.
