Having a work permit has nothing to do with Immigration or having an extension of stay. You obtain a work permit by having a non immigrant visa entry and meeting the Labor requirements. To extend your stay you must meet Immigration requirements and file a TM.7 form and pay 1,900 baht. A work permit does not allow you to stay in Thailand for any period of time - only Immigration can allow entry or a permit to stay. You must always leave or extend your stay by the permitted to stay date in your passport. If you do not you must leave and make a new entry (obtain a new permitted to stay stamp).

I appreciate everyone’s help. I am finding that these things are not always so straight forward. In fact, making things so complicated, I am sure Thailand has lost some good teachers who just do not want to deal with all the hassle.

Normally teachers obtain one year extensions of stay from Immigration after getting there work permit - in every province. This is a new permitted to stay stamp in there passport.
Unless they obtained an extension of stay they would be required to leave every 90 days and obtain a new entry stamp for a new 90 day period. If extension was not obtained and they did not travel suspect they could be facing serious consequences. Overstay at 500 baht per day up to 20k. Much more serious if they have any false/fraudulent stamps in there passports. A legal border stamp requires that you be present.
