i have a wee guy (14 months)... he wants to interact with other kids and we dont know the good places for kids to run around.
currently we take him to emporium park, where theres lots of kids. also central world has a kids arcade, but he's too small.
he runs around like a little banshee, but he's a bit too small to do a lot of bigger kid things
bangkokians....your recommendations?

most of your points revolve around is age, which will change of his own accord

Go to a big C. Let him play in the "kids zoo" thing. All sorts of padded things to climb on, over, under and the such. Plus they have cars and stuff to drive.
The Rot Fi park is nice as you can get a bike with a kids seat and cruise and picnic. Dusit zoo aint bad for the little ones. Lumpini also has a nice kids area.

Yeah, our family goes to Dusit zoo all the time. There's really a crapload more to do there than look at animals. There's a nice shaded playground with a wide variety of slides and elaborate jungle gyms (always crowded with lots of other kids), cheap amusement park rides, lakes with those paddle boats, shows, etc, etc.
Unfortunately, many days are unbearable for anything but indoor activities. I think Central World is the best on those days: TK Park - a library with a huge childrens book selection and padded mats to sit/play on, Isetan - in the toy department there's a free jungle gym area and a free lego building area, there's also one of those arcades like you see at Big C with the play area for kids, a huge variety of food options.
