Will there ever be a day when all teachers here have teacher's licences? It's hard to imagine isn't it. So many transient teachers - teachers who want to try it out for a year, then go back to their homeland. Even more who don't have degrees (or real degrees). And what with the government trying to 'encourage' schools to teach more English. If they persist with all this testing, they will never have enough teachers. Surely the day will come when they realise this and just go back to 'the way it was before'...
