My dog isn't flirty and she's very อ้อร้อ. It depends on the context really, it can be used for children and pets to mean cute but for teenage or adult women it means flirty.

I suppose that makes sense. My ex-brother-in-law (from Nakhon) used to say that my daughter was sometimes being อ้อร้อ. Is it cute in an, as likewise suggested, attention-seeking kind of way?

Now now... in my area people do use this word with little kids and pets to show their affection. I think Boonmee is correct, it's refered to attention seeking gesture in a lovely way. However, if it's used with teenagers and adult females, that will mean flirty or sometimes can be very as bad as slutty.
