I have made a couple of minor policy changes.

Firstly I have lifted the post count limit on PMs for newbies. It was intended as a spam guard, but admin and mods to whom these limits do not apply to have not been the subject of newbie spam so it seems pointless to continue.

Also I have lifted the 4 month locking rule on threads as it was unnecessarily restrictive, however I would add that any users reviving long-dead controversy without adding anything new to the debate will not be popular with moderators.
