Almost correct. Anyone found teaching without a WP or on a tourist visa will be arrested. Those whose documents are suspect will be given the option of declaring them false, and earning a lesser penalty, or they will have to prove the documents legality and if they can't 3 months in prison.The only teachers that can be arrested right away, if and when those raids take place, are the ones working without a WP and a proper visa.
All of the above will be blacklisted.
