Look at it this way. You are sitting in a bar with a beer and chatting shit, occaisionally being quite rowdy and argumentative, then suddenly the bar owner says, right....home time oh and by the way from tomorrow the tokens from the fruit machine can no longer be exchanged for drinks.
Do you stand around and argue that firstly they cannot change the status of the fruit machine tokens, and they actually we'd like another drink and we're going nowhere just because a majority of us think so, and call the landlord and barstaff cnuts for impinging on their rights.
Or does the jolly red-faced landlord, in a good natured patient way guide the drinkers to the door and wish them good evening, which is complied with as it's his pub and as such is entitled to decide how he runs it?
Community, yes. Democracy, no.

If the reason was... well... not really that reasonable and bordering on stupidity, I'd tell him straight to his face... and were I annoyed enough, I'd just take my business elsewhere...
Now, the owner, being a business man and all, would probably know all this, so any changes that would have an affect on staff and customers would have been contemplated carefully before implementation... probably also discussed with head of staff... because, you'd be a fool running the risk of pissing off business...
then again, if the bar owner couldn't care less and in fact didn't really come around the bar that often to attend to business... well, he'd not have a clue then, would he...
