It depends... If you mean a place where everybody has their chance to voice their opinion, then it's a good thing.
Unfortunately, forums tend to be "owned" by single individuals who are loyal to their corporate sponsors. "Take down that post or we'll advertise elsewhere". They also try to drive hit counts up; they make fake posts to get members to return and read more ads. Threads like "So is Obama electable?" or "Red socks make history". Similar to click-fraud. With the internet being a big bad place, you also get Trolls who post advertisements like "Hey I just ate at Oh My Cod and the food and service was excellent. For a limited time they have a great deal where you can get 2 beers for only $8,000,000 wow!"

^that would be capitalism. trolls and publicity-whore thread starters are normal in virtually all forums (whether they be big or small). i don't think your choice of "oh my cod" is particularly fair either as he is a paying sponsor and a nice lad. there are plenty of other businesses in thailand that do try it though
