Men yes, women no, a memo does the job of drawing attention to a breach of dress code if subtle hints don't work. I remember this chick at my work who always wore red or black bras under partially see through white shirts, usually colleagues will point out that your look is 'inappropriate' for school if common sense fails.
I used to work with a lady who rejoiced in the nickname 'The Rabbit Strangler'.
Anyway, an eccentric lass, she rode a big ol' powerful motorbike into work every morning. Evidently she didn't care much for the visor because all manner of strange splattered insects would be stuck to her face. It fascinated me no end to see which specimens she'd picked up between Stevenage and Hampstead, so naturally, I never said a thing. Like a big pink pizza it was. Horrible, but strangely compelling.
I thought it was for women only, where we can gossip, discuss private matters, talk about how hot cy and jd are without all these other guys eavesdropping.

OK, back to the OP. I can give tips from my experience which has been in language schools, corporate teaching and some private tutoring. I honestly can't speak for gov't schools on things like panty hose, closed shoes or strangling blouse.
I've always erred on the side of caution and dressed on the conservative side. Thank god, I was never told I had to wear panty hose, so I never did.
I always wore a conservative blouse, long sleeved because it's always freezing inside, and skirts that fall slightly below the knee. Small earrings and minimal jewellery, if any.
As for shoes, Thailand has a plethora of shoes and I would pick them up whenever I saw a pair that I liked. Shoes never lased more than about 6 months in BKK.
I bought the majority of my clothes either at the markets or at The Mall whne they had sales, which was most of the time.
Bras and undewear are plentiful in Thailand so you'l never have problems finding them.
