If you have a photo processing package such as Photoshop, it's easy. Click on 'Image' and then Image Size.
If you don't have one, try using the Paint utility which is a part of Windows. Open the file in Paint, click on Image and in there you'll find an option called Stretch/Skew. That allows you to adjust the dimensions of the image by reducing the % size. The default in the box is 100%, just reduce that to, say, 50%. Keep playing with it until you've reduced it to the desired file size.

Also 'photobucket' has the same feature, if you are using that hosting site to upload your pics.
I use jpeg resizer. It is free and it doesn't even need to be installed. Give it a folder of pictures and it resizes them all to 640 x 480, you can also change the compression factor to 50% and you end up getting pictures at about 50 to 70k in size. Easy to email.

No need to use photoshop where you have to do it one photo at a time. I use it to do about 100 pictures at a time.
